1. The peoples of the earth are steeped in rebellion and want to be free of God, His divine and creation order, to assert a new regime for themselves. In this they rage and fret in spiteful opposition.They reject God because of the restraints and obligations of faith and they would be free of the cords or bonds of Conscience and Covenant, Commandment.

In so doing, they follow in the footsteps of satan and proclaim allegiance to the fallen being. What they do is a "vain thing", it has no resonance nor staying power.

Why do the nations rage,
And the people plot a vain thing?
2 The kings of the earth set themselves, (they goad each other in alliance)
And the rulers take counsel together,
Against the Lord and against His Anointed, saying,
3 “Let us break Their bonds in pieces
And cast away Their cords from us.”

2. God is not an absentee landlord; He "sits in the heavens" but He is tuned into the affairs of man on earth. There are sanctions for opposing the Most High but God is not troubled - He will trouble, laugh at the kings of the earth because it is to Christ He has given the inheritance of the world. Even impotent rage is defeated.

He who sits in the heavens shall laugh;
The Lord shall hold them in derision.
5 Then He shall speak to them in His wrath,
And distress them in His deep displeasure:
6 “Yet I have set My King
On My holy hill of Zion.”

7 “I will declare the decree:
The Lord has said to Me,
‘You are My Son,
Today I have begotten You.
8 Ask of Me, and I will give You
The nations for Your inheritance,
And the ends of the earth for Your possession.
9 You shall break[a] them with a rod of iron;
You shall dash them to pieces like a potter’s vessel.

3. Wisdom for political rulers is to know that they are the servants of the LORD whose wrath will be displayed towards unrighteousness - there are no dictators beyond accountability. All will give an account before the Judge of the World over the "judges of the earth" No matter how man may scheme, plot and bluster, God is still in control and those who trust Him, who persistently and constantly see this reality, are 'blessed.'

Now therefore, be wise, O kings;
Be instructed, you judges of the earth.
11 Serve the Lord with fear,
And rejoice with trembling.
12 Kiss the Son,[b] lest [c] He be angry,
And you perish in the way,
When His wrath is kindled but a little.
Blessed are all those who put their trust in Him.

The Righteous

1. WALK: Walks not in the ungodly's counsel, avoids the path of sinners (to avoid temptation) and does not sit in the seat of scoffers

2. THOUGHT: Delight is in the law (the character of God), meditates 24/7

3. RESULT: tree by rivers that is fruitful, prosper, leaf does not wither.

The Ungodly - reap "the grapes of Sodom."

1.  RESULT: Chaff - blown away, unsubstantiall oerusg

2. "Shall not stand in the judgment" - to stand is to last, to endure.

Chaff is lightweight and of no value

Matthew Henry's Commentary

They are like chaff, of no worth at all in God’s account, how highly soever they may value themselves. Would you know the temper of their minds? They are light and vain; they have no substance in them, no solidity; they are easily driven to and fro by every wind and temptation, and have no stedfastness. Would you know their end? The wrath of God will drive them away in their wickedness, as the wind does the chaff, which is never gathered nor looked after more. The chaff may be, for a while, among the wheat; but he is coming whose fan is in his hand and who will thoroughly purge his floor. Those that by their own sin and folly make themselves as chaff will be found so before the whirlwind and fire of divine wrath (Ps. 35:5), so unable to stand before it or to escape it, Isa. 17:13

Bottom line is this: those who are godless are of no worth to God. Eli's sons Hophni and Phinehas too the best portions of the sacrifice for themselves, had illicit sexual relations and were supposed to be priests!

What does God esteem?

"Now the sons of Eli were sons of Belial; they knew not the LORD." (1 Sam 2:12)

Belial = worthlesness, of no esteem, lawlessness, wicked and worthelss.

2 Cor 6:15 What accord has Christ with Belial? Or what portion does a believer share with an unbeliever?

2 Cor 6:16 What agreement has the temple of God with idols? For we are the temple of the living God; as God said, “I will make my dwelling among them and walk among them, and I will be their God, and they shall be my people.

[Note: back to Eden pre-Fall: And they heard the sound of the LORD God walking in the garden in the cool of the day, and the man and his wife hid themselves from the presence of the LORD God among the trees of the garden. (Genesis 3:8)

2 Cor 6:17 Therefore go out from their midst, and be separate from them, says the Lord, and touch no unclean thing; then I will welcome you,

Separation comes at Judgment but it also comes before judgment, by those who willingly subject themselves to the Lord and call Him Sovereign. We come out from the midst of unbelievers to be a holy nation, and royal priesthood. But leaving, exit, is a choice, and human agency must be exercised wisely.
